CheckOnly After Merge

^{(sf) On merge to develop, the updated develop branch is validated (checkOnly) with the packaging org or production branch. (TBD)}

Note: On a non-SF system, the equivalent would be to run a mock merge, build, and test deployment to the staging or production environment, where the deployment is rolled back before it has any affect.
